It is currently February in London. Winter weather has quite a wide range of temperatures in the UK, although it is less variable in the South. Daytime temperatures are between 1 and 12 degrees, with occasional dips lower or bursts of spring-like weather.
And yet, so many people dress exactly the same for the entire time. Yesterday, it was 16 degrees. That’s pretty much t-shirt weather. I would say almost half the people I saw in the street looked like this every day between October and March:

Maybe I’m just particularly incredulous because I’ve spent another sleepless night roasting hot, but I don’t really understand the thought process. Do they not look out of the window? Or look at the weather forecast? How are they walking around with a woolly hat on in 16 degrees?
For American reference, this is 60 Fahrenheit. It is not woolly hat weather!
